Share on Facebook Share on Twitter Share on Google+ Share on Pinterest Share on Linkedin DC rejected application to conduct rally on security grounds Stated that this may pose serious threat to public life Nabaz-e-Punjab Bureau, SAS Nagar, September 14: In view of security reasons, District Magistrate-cum-Deputy Commissioner SAS Nagar (Mogali) Mr. Girish Dayalan has rejected the application to seek permission for procession/assembly from Dussehra Ground Phase 8, Mohali on September 15. District Magistrate apprised that an application has been received via-email on September 13, 2019 at 4:00 PM from Mr. Jhanda Singh s/o Chand Singh r/o VPO Jethuke; Mr. Lakhwinder Singh and Mr. Kamalpreet Pannu for organizing procession/assembly to “support the Kashmiri People Struggle”. This procession/assembly is proposed to be held on September 15, 2019 from 11:00 AM to 4:00 PM from Dussehra Ground to the border of UT Chandigarh with an expected participation of 7500 males, 500 females and 100 children along with vehicles. Mr. Dayalan said that Administration has considered this application in the light of guidelines of Hon’ble Supreme Court and advisory of Punjab Government. He said that these guidelines clearly stated that the minimum time period is required to apply for such permission was 7 days. The instant application has been received at a very late stage. He also sought the report from different departments but all reports have not been received due to lack of time. District Magistrate further said that we got reports from some departments, in which SSP, Mohali has clearly stated in his report that such a large procession/rally may cause obstruction, annoyance or injury to the persons lawfully employed or other general public and endanger human life and property, disturb public peace and tranquility and cause riots. He has also pointed that there are many Kashmiri students studying in the District and such a rally may cause incitement to commit offences. In his report, SSP stated that in a view of traffic management such large gathering of people shall not only be difficult to manage but shall cause obstruction and annoyance to general public. It would also obstruct the movement of emergency vehicles like Ambulances, Fire Brigades, etc. Mr. Dayalan said that Commissioner, Municipal Corporation, Mohali in his report has stated that the route mostly passes through densely populated residential area and the venue for gathering indicated is located very close to big tertiary care hospitals such as Fortis, Cosmo, etc. The Fire Officer has also told that the fire safety at the venue cannot be assured at such short notice. He said that organizer had also admitted that no fire extinguishers shall be provided by him. District Magistrate said that the intelligence agencies also indicated that this rally may poses serious threat to public safety, law and order in the District. SDM Mohali has reported that no permission for loud speaker has been applied for by the organizer. The organizer has also not submitted permission from the owner of the site, where rally is stated to organize. It is pertinent to mention that Punjab and Haryana High Court had directed that no law and order situation should be created and the authorities shall take all such requisite adequate steps that no damage is caused to any public property nor to the life and liberty of any of the citizens. District Administration SAS Nagar had also issued prohibitory orders u/S 144 of Cr.PC on September 11, 2019 in view to maintain public order and ensuring safety of human life.
