DM orders reopening of more activities in areas outside containment zones in a calibrated manner

The District Magistrate Girish Dayalan in exercise of powers conferred under section 144 of CrPC, has ordered the extension of the lockdown in containment zones up-to 31st July and reopening more activities in the areas outside containment zones in a calibrated manner.
The schools, colleges, educational and coaching institutes would remain closed till 31st July, 2020. Online and Distance learning would be permitted. Training institutions of central and state governments would be allowed to function from 15th July, 2020 onwards. The international air travel of passengers would be prohibited except as permitted by MHA. The metro rail, cinema halls, gyms, swimming pools, entertainment parks, theatres, bars, auditoriums, assembly halls and similar places, social, political, Sports, entertainment, academic, cultural, religious functions and other large congregations would be prohibited in areas outside the containment zones.
The lockdown shall remain in force in the containment zones till the 31st of July, 2020. Containment/Micro Containment Zones are to be demarcated and notified by the District Administration. The requisite action in containment and buffer zones is to be taken as per guidelines of the Union Ministry of Health and Family Welfare and the Department of Health and Family Welfare, Government of Punjab.
In the areas outside the containment zones, the movement of individuals for all the non essential activities shall remain prohibited between 10 pm and 5 am throughout the district. However, the essential activities including operation of multiple shifts, movement of persons and goods on National and State Highways and unloading of cargo and travel of persons to their destinations after disembarking from the buses, trains and aeroplanes would be permitted. The National Directives for COVID-19 management as specified in annexure-1 to Ministry of Home Affairs order dated 29.6.2020 shall be followed throughout the district.
The persons above 65 years of age, persons with co-morbidity, pregnant women and children below 10 years of age are advised to stay at home except for essential requirements for health purposes. In the marriage related gatherings, number of guests should not be more than 50, At the funeral the number of persons must not exceed 20 while spitting in the public places is totally prohibited and punishable with fine. The consumption of liquor, pan, gutkha, tobacco in public places is prohibited but there is no restriction on their sale.
The places of worship/religious places would remain open only between 5 am till 8 pm. The maximum number of persons at the place of worship shall not exceed 20 with due distancing. So, the worship time should be staggered accordingly. The Langar and Prasad are allowed.
The restaurants are allowed to open till 9 pm with 50 percent occupancy or 50 guests whichever is less. Liquor can be served if the restaurant has a valid permission from the excise department. However, bars shall remain closed.
The restaurants in the hotels are allowed to serve food including buffet meals upto 50 percent of their seating capacity or 50 guests whichever is less. These restaurants would also be open to persons other than hotel guests but the timings for both the hotel guests as well as persons from outside, would be till 9 pm. The bars shall remain closed. However, the liquor can be served in the rooms and restaurants under the excise policy of the State. Night curfew shall be strictly enforced and movement of individuals shall be permitted from 5 am till 10 pm. The guests would be allowed to enter and leave the hotel premises between 10 am and 5 am based on their schedule of travel by flight/train. The air ticket/train ticket and hotel booking would serve as the curfew pass for one time movement of these guests to and from the hotel during the curfew hours (10 pm to 5 am).
Marriages, other social functions and ‘Open – Air’ parties in banquet halls, marriage palaces, hotels and open venues can be organized upto 50 persons. The number of guests exclusive of catering staff would not exceed 50 persons. The size of the banquet hall and venue for 50 persons shall atleast be 5,000 sq.ft. based on the requirement of 10’x10′ area for a person for the purpose of maintaining adequate social distancing. The bars shall remain closed. However, liquor can be served in the function as per the excise policy of the State.
The opening of the shopping malls and the shops in both the urban and rural areas are allowed to open between 7 am till 8 pm. Liquor vends however shall remain open from 8 am till 9 pm. Barbershops, haircut saloons, beauty parlours and spas would be allowed between 7 am to 8 pm subject to compliance of the SoP as issued by the Health Department, Punjab.
All the shops/shopping malls/standalone shops shall remain closed on Sunday except shops dealing with the essential commodities/services such as food items, fruits, vegetables, milk, dairy products, medicines, medical equipment, LPG, POL, animal feed and liquor vends which can be opened.
The sports complexes, stadia and the public parks would be allowed to open between 7 am to 8 pm without spectators as per SoP of the Health Department. The industries, & industrial establishments, Construction Activities will be allowed. The interstate and intrastate movement of buses would be allowed without any restrictions. The transport vehicles can utilize the entire seating capacity.
As regarding permits and passes, No separate permission would be required by industries and the other establishments for their operation. All employees would be allowed without any requirement of pass during the permitted hours. There shall be no restriction on the interstate and intrastate movement of persons and goods and no separate permission/approval/permit would be required for such movement. The use of Cova app and self generated pass would be mandatory for inter state passengers.
The social distancing i.e. minimum 6 feet distance for all the activities shall always be maintained. If any permitted activity leads to crowding and congestion, then necessary steps such as staggering, rotation, timings of offices and establishments, be taken. Wearing of masks by all persons in public places including work places will be mandatory and must be strictly observed.
The employers are advised to ensure that aarogya setu/covais installed by all the employees having compatible mobile phones. Similarly, individuals are also advised by the District Administration to install aarogya setu/cova mobile applications on their compatible mobile phones and also regularly update health status.
Any violations of these guidelines and lockdown measures shall be punishable under sections 51 & 60 of the Disaster Management Act, 2005 besides legal action under section 188 of Indian Penal Code.
