Elly Mangat case hangs amid lockdown

Punjab State Commission for NRIs, Chandigarh, adjourned the case of punjabi singer Harkirat Singh Mangat alias Elly Mangat as hearing did not take place amid lockdown. However, in the lastest order, the commision had given a specific time period to AIG Navdeep Saini, BOI (Bureau of Investigation) for submitting the probe report of SIT (Special Investigation Team) headed by SSP Ropar, which contains the investigation on torture faced by singer in police custody.
GS Ghuman and GPS Ghuman, Mangat’s counsels said, “On last date of hearing, AIG Navdeep Saini had given his assurance to the commission that within a month, he himself would submit the SIT report. However, the commission had asked him to submit the report on May 4. Unfortunately, the time bound investigation of SIT has already taken more than five months and we are still counting”.
Justice Shekher Dhawan along with two members of the NRI Commission have mentioned in their order that Punjab DGP, who was summoned, has not responded to the commission yet.
The latest order of commission reads, “Report was submitted by SIT on November 23, 2019 and about four months period has already been passed. Report in this regard was also sought from DGP Punjab but no response has been received from DGP Punjab. However, on the request of Navdeep Saini, IPS, AIG and communication received from Director, Bureau of Investigation, Punjab, post the matter for May 4 on the assurance of Navdeep Saini that he shall personally make efforts to get the report from the DGP office.”
Elly Mangat had filed a petition in the commission against the DGP, Ropar IGP and Mohali SSP on February 18. The singer complained that neither did he receive a copy of inquiry report, nor any action has been initiated against the cops who subjected him to third-degree torture in the police custody.
