While expressing his views, he said, “While I sincerely appreciate the up gradation of Malerkotla as the 23rd District of Punjab and I congratulate the people of erstwhile princely State of Malerkotla for this happy occasion. But I wonder why the Chief Minister Capt. Amarinder Singh could not be physically present at Malerkotla to inaugurate the 23rd district; which was certainly a historic occasion for the people of Malerkota. To upgrade Malerkotla from a Subdivision Headquarter to 23rd District of Punjab was unique in the sense, because the gesture was a great tribute to late Nawab Sher Mohamad Khan in acknowledgement of his appropriate gesticulation and a poignant call for justice at a crucial time when two younger sons of Guru Gobind Singh ji, Sahibzada Fateh Singh (7) and Sahibzada Zorawar Singh (9) were being tortured and later bricked alive by Nawab Wazeed Khan of Sirhind in December 1704.” Bir Devinder slammed the chief minister and said that he had lured the residents of Malerkotla by promising them of setting-up a medical college there. “The Chief Minister in his ‘virtual’ address on the occasion has announced quite a few ambitious projects for the newly carved out district. But I think that the Chief Minister has virtually befooled the public on announcement of setting up a Medical College at Malerkotla in the absence of any kind of clearance from the NMC (National Medical Council of India) and also without making budgetary provisions of 500 crore in the State budget,” said Bir Devinder Singh. The SAD (Sanyukat) leader added that the state government had failed miserably to start MBBS courses at Government Medical College, SAS Nagar (Mohali) in the past more than four years, despite the fact that a Director Principal had been appointed for the Medical College for quite a while but regrettably no headway. “The Chief Minister has made similar announcements earlier to set up Medical colleges for Hoshiarpur, Kapurthala and Pathankot but nothing happened so far on the ground, not even a ripple moved, except the bare emptiness. The Ministers for Medical Education and Minister for Higher Education should also have graced the occasion with their presence to accord their importance to the major projects announced by the Chief Minister, which falls under the domains of their respective portfolios,” said the former deputy speaker.
